1.Overview of the Initiative:

  • Many developing countries confront widespread theft of electricity from government owned power utilities. In Uttar Pradesh electricity theft leads to annual losses estimated at Rs. ……,. Pilferage of electricity is a criminal practice by stealing electric power and a substantial amount of it gets stolen despite all the reforms carried out over. In Uttar Pradesh Power Theft is considered as a crime and liable for punishment by heavy fines and, in some cases, -jail.


2.Objectives and Need for the initiative or project: 

  • In a bid to check power pilferage under ‘Vidyut Chori Roko Abhiyan’, Uttar Pradesh Power Corporation has introduced an On-Line Raid Management System [RMS] in Dec’2018.
  • A mobile APP is to capture and automate the regular & standard procedures and data collection during the on-site inspections from the raid teams along with the Web Portal an Integrated Raid Management System has also been developed for to monitor the above activities, so that an efficient, effective, accountable and responsive environment would be provided.
  • Initially RMS has been implemented as a Pilot Project for the Enforcement Team of Vigilance Department of Power Corporation since Jan’2018.
  • After successful running, the RMS App & Portal has been launched for the entire Power Corporation, UP since March’2018, under which the enforcement teams will be able to capture real-time information related to Power Theft from their mobile app from the Raid premises to monitor the Post Raids activities such as Type of Offence, FIRs, Collection of Compounding amount, Revenues Assessments and its realization along with load wise theft analysis..

  • Through this efficient and effective real time system, the department will be able to analyze power theft, resulting in a decrease in the power theft activities along with the increase in revenue collection and hence will also provide the Connections to the State citizens under the “Power for All” Scheme.
  • In future the honest consumers, poor people, and those without connections, who bear the burden of high tariffs would be benefited.  
  • More than one lakh cases of electricity theft have been detected during ‘all-encompassing’ raids in Uttar Pradesh since April’18.

Types of Stakeholders

  • The Enforcement / Raid Team: To capture the Raid information from Mobile App in real time along with the FIR Details through web portal.
  • The Division: To enter the Compounding, Revenue Assessment and its Realization related data on RMS Portal
  • The Circle: To monitor the Team wise, district wise and Post Raid related activities.
  • The Zone : To update the entries entered by the Team or Division along with the Raid analysis.
  • The CO Office [Vigilance] : To update the entries entered by the Team or Division along with the Raid analysis.
  • The DISCOM : Team wise, District wise, Raid wise  monitoring
  • The Top Management will receive the compiled data from above and generate necessary information for Decision Making to take the corrective measures.
  • The “rest”: anyone who might be affected by the project outputs.
